At times, the city juxtaposes the incomprehensible and the down-right obvious. On one hand, the mountains are a formidable barrier in the city -- buildings are developed on impossible inclines, and deep tunnels connect neighborhoods to one another, causing one to wonder why anyone would build a city here.
